In telecommunications, the entities that fuel this growth are companies and nations who compete with each other. On the threshold of an explosion in the variety, speed and usefulness of telecommunication networks, neural network researchers can make important contributions to this emerging new telecommunications infrastructure. The first International Workshop on Applications of Neural Networks to Telecommunications (IWANNT) was planned in response to the telecommunications industry's needs for new adaptive technologies. This workshop featured 50 talks and posters that were selected by an organizing committee of experts in both telecommunications and neural networks. This volume documents the proceedings of the Symposium on Emissions from Continuous Combustion Systems that was held at the General Motors Research Laboratories, Warren, Michigan on September 27 and 28, 1971. This symposium was the fifteenth in an annual series presented by the Research Laboratories. Each symposium has covered a different technical discipline. To be selected as the theme of a symposium, the subject must be timely and of vital interest to General Motors as well as to the technical community at large. For each symposium, the practice is to solicit papers at the forefront of research from recognized authorities in the technical discipline of interest. Approximately sixty scientists and engineers from academic, government and industrial circles in this country and abroad are then invited to join about an equal number of General Motors technical personnel to discuss freely the commissioned papers. The technical portion of the meeting is supplemented by social functions at which ample time is afforded for informal exchanges of ideas amongst the participants. By such a direct interaction of a small and select group of informed participants, it is hoped to extend the boundaries of research in the selected technical field.

The international conference \Operations Research 2008", the annual meeting of the German Operations Research Society (GOR), was held at the University of Augsburg on September 3-5, 2008. About 580 p- ticipants from more than 30 countries presented and listened to nearly 400 talks on a broad range of Operations Research. The general subject \Operations Research and Global Business" str- ses the important role of Operations Research in improving decisions in the increasingly complex business processes in a global environment. The plenary speakers Morris A. Cohen (Wharton School) and Bernd Liepert (Executive Board of KUKA Robotics) addressed this subject. Moreover, one of the founders of Operations Research, Saul Gass (U- versity of Maryland), gave the opening speech on the early history of Operations Research. This volume contains 93 papers presented at the conference, selected by the program committee and the section chairs, forming a representative sample of the various subjects dealt with at Operations Research 2008. The volume follows the structure of the conference, with 12 sections, grouped into six \Fields of Applications" and six \Fields of Methods and Theory". This structure in no way means a separation of theory and application, which would be detrimental in Operations Research, but displays the large spectrum of aspects in the focus of the papers. Of course, most papers present theory, methods and applications together.

The progress of science during the past centuries has been in some measure energized by the development of new technologies. People are no more intelligent now than they were five centuries ago, or indeed five millenia ago. The differences are in the pool of past experience and the availability of means for manipulating the physical and mental environment. Until fairly recently, the development of new technologies in astronomy and geodesy has served primarily either to broaden the scope of phenomena that could be studied or to improve the precision with which one could examine already-studied phenomena. There seemed to be no likelihood that a situation could arise similar to that in particle physics, where the uncertainty principle indicates that the observation of the state of an object alters that state, affecting the observation. Indeed, we have not yet reached that point, but certain of the new techniques have introduced a degree of complication and inter dependence perhaps not previously encountered in the macro sciences. When observational capability is so fine that the data can be corrupted by the tidal motions of the instruments, for example, then there are a myriad of physical effects that must be considered in analyzing the data; the happy aspect of this is that the data can be used to study exactly these same effects. The complication does not, however, extend only to predictive computations against which the data are compared.
